Mayor Ken Sim announced Thursday that abolition of the elected Vancouver park board and bringing parks and recreation under the control of city council will lead to $70 million in savings over the next decade. In what the mayor described as a streamlining of services, the transition is expected to achieve further savings once a new governance model is established, including millions of dollars in infrastructure project costs. “And these are conservative estimates,” Sim told reporters at city hall Thursday. A city staff report that goes before council Nov. 27 estimated savings of $1.5 million to $3 million per year alone on “position savings,” which staff at a technical briefing prior to the news conference said will see park board staff fill city vacancies. "Our goal is not to have any staff layoffs," said deputy city manager Sandra Singh, adding that staff continues to meet with unions representing park board workers. Savings of $1.8 million to $3.3 million per year were identified under a category called “early operational integration opportunities.” For example, staff who currently support the elected park board could move into the city clerk’s office. Arts and culture, communications and marketing and social policy were some of the other areas identified as amalgamating to avoid duplication of services. The report estimated, so far, that 10 to 20 positions could be affected by duplication. Abolishing the seven-member elected board would translate to a savings of $280,000 per year, or $2.8 million over 10 years, said the report, which gave no indication when the park commissioners would be phased out. The hurdle for Sim since he announced in December 2023 that he wanted to abolish the board has been getting the provincial government to make the necessary amendments to the Vancouver Charter. Premier David Eby initially committed to honouring the mayor’s request — which was supported by the seven councillors belonging to his ABC Vancouver party — but suggested during the recent election campaign that it wasn’t a priority. “It's very unlikely this would be a priority for the province before the next municipal election [in 2026], and they've got a lot of work ahead of them,” Eby told an audience at an all-candidates’ meeting Oct. 12 at St. James Community Square. Glacier Media contacted the provincial government Thursday for an update on Vancouver’s request. Municipal affairs now falls under Housing Minister Ravi Kahlon’s portfolio. “We have received the City of Vancouver’s transition report, and we are reviewing it," Kahlon said in an emailed statement. “We have been that clear our top priority will be to deliver on the priorities of British Columbians. It's going to remove access to elected officials and decision-makers.” Added Bastyovanszky: “This is a centralization of power that does not benefit the people in Vancouver. It erodes the trust in democracy.” The mayor said the transition will allow the city to legally designate 89 acres of land as permanent parkland, including sections of Stanley Park. Sim said the land would be protected, accessible and sustainable for generations to come. Beyond saving money and securing more green space, the transition is about improving how the city gets things done, said Sim, who was joined on a podium by First Nations leaders, city councillors and members of the transition team. “Right now, we are seeing significant delays in critical projects that impact our city — sewer upgrades, green infrastructure, streets, public spaces — they're being delayed, in some cases, by up to two years,” he said, noting a recent pump station project saw costs increase by $2 million because of extended negotiations with the park board. The US Defense Advanced Research Projects Agency (DARPA) has marked a significant milestone in maritime innovation with the successful at-sea refueling of its No Manning Required Ship (NOMARS) program. This groundbreaking demonstration involved unmanned surface vessels (USVs), the Ranger and Mariner, which carried out tasks initially designed for the Defiant USV. The NOMARS program aims to develop long-endurance unmanned vessels specifically engineered to operate without human presence on board. This design offers numerous advantages, including reduced size, cost efficiency, enhanced reliability while at sea, and improved survivability in challenging maritime conditions. Autonomous at-sea refueling These advantages are crucial for withstanding rough seas, evading detection, and resisting tampering by adversaries. Although the NOMARS system is designed for crewless operations, human personnel were still needed on the refueling vessel to manage lines and hoses during the refueling process. This requirement imposes strict limitations on the design and operational aspects of the USVs, as they must be constructed with the safety of onboard personnel in mind, even for short durations. Moreover, navigating rough seas and high winds poses risks when transporting crew to these unmanned vessels. During the recent testing, the USV Mariner successfully refueled the USV Ranger, equipped with a representative system akin to the Defiant USV. Importantly, while crew members were present on both vessels during the operation, no personnel were engaged with the Ranger’s operation. According to DARPA, the demonstration effectively showcased the system’s concept of operations (CONOPs), including passing the lead line to the refueling side, connecting the refueling probe to the USV, and pumping water. “This test represents the first instance of this system being operated on water, indicating significant progress in the project,” a DARPA spokesperson noted. “We are proud of this achievement, which reflects our collaborative efforts alongside the Navy and USVRON-1, both of which provided critical personnel and resources to make this testing possible.” Naval drones Serco, a robust defense and tech solutions player, is the primary contractor responsible for developing the testbed vessel Defiant under this program. The Defiant is anticipated to be a low-cost, autonomous vessel capable of remaining at sea for extended periods—possibly months or even years—while requiring minimal maintenance. While the specific mission capabilities of the 210-ton vessel remain undisclosed, it is expected to carry a substantial payload across tactically significant ranges. DARPA emphasizes that the NOMARS program strives for ultra-reliability by integrating advanced technologies, including distributed hybrid power generation, podded propulsors, and high-capacity batteries. Similar delays on the 850 MW Ratle project on River Chenab allowed Pakistan the space to lobby with the US as well as the World Bank and drag India to a bizarre arbitration, where two parallel processes are going on simultaneously. India now wants a complete relook at the 1960 Indus Waters Treaty and has sent four notices to Pakistan. India is an upper riparian country with Pakistan and a lower riparian with China. So, the situation is not fully comparable. But the solution to problems on both fronts is similar: Build efficiently, build fast. The reason is that trust stands eroded with both countries. The last agreement India had with China on sharing of hydrological data for Brahmaputra and Sutlej has expired. The Indus Waters Treaty was a more robust affair, which allowed Pakistan legal options to hold up even run-of-the-river projects on the tributaries of Indus in India. In other words, India seems to have had a rough deal with legal instruments with both countries. While it has none to tie down China as a lower riparian country, it has to contend with a strong treaty with Pakistan as an upper riparian. The way through this conundrum is just like with border roads, India has no option but to build hydel projects with strategic urgency, keeping in mind that it's on the receiving end of what China is doing - be it environmental like glacial lake outburst flood (Glof) or water security like the Yarlung Tsangpo plans. Boxing Day shopper footfall was down 7.9% from last year across all UK retail destinations up until 5pm, MRI Software’s OnLocation Footfall Index found. However, this year’s data had been compared with an unusual spike in footfall as 2023 was the first “proper Christmas” period without Covid-19 pandemic restrictions, an analyst at the retail technology company said. It found £4.6 billion will be spent overall on the festive sales. Before the pandemic the number of Boxing Day shoppers on the streets had been declining year on year. The last uplift recorded by MRI was in 2015. Jenni Matthews, marketing and insights director at MRI Software, told the PA news agency: “We’ve got to bear in mind that (last year) was our first proper Christmas without any (Covid-19) restrictions or limitations. “Figures have come out that things have stabilised, we’re almost back to what we saw pre-pandemic.” There were year-on-year declines in footfall anywhere between 5% and 12% before Covid-19 restrictions, she said. MRI found 12% fewer people were out shopping on Boxing Day in 2019 than in 2018, and there were 3% fewer in 2018 than in 2017, Ms Matthews added. She said: “It’s the shift to online shopping, it’s the convenience, you’ve got the family days that take place on Christmas Day and Boxing Day.” People are also increasingly stocking-up before Christmas, Ms Matthews said, and MRI found an 18% increase in footfall at all UK retail destinations on Christmas Eve this year compared with 2023. Ms Matthews said: “We see the shops are full of people all the way up to Christmas Eve, so they’ve probably got a couple of good days of food, goodies, everything that they need, and they don’t really need to go out again until later on in that week. “We did see that big boost on Christmas Eve. It looks like shoppers may have concentrated much of their spending in that pre-Christmas rush.” Many online sales kicked off between December 23 and the night of Christmas Day and “a lot of people would have grabbed those bargains from the comfort of their own home”, she said. She added: “I feel like it’s becoming more and more common that people are grabbing the bargains pre-Christmas.” Footfall is expected to rise on December 27 as people emerge from family visits and shops re-open, including Next, Marks and Spencer and John Lewis that all shut for Boxing Day. It will also be payday for some as it is the last Friday of the month. A study by Barclays Consumer Spend had forecast that shoppers would spend £236 each on average in the Boxing Day sales this year, but that the majority of purchases would be made online. Nearly half of respondents said the cost-of-living crisis will affect their post-Christmas shopping but the forecast average spend is still £50 more per person than it was before the pandemic, with some of that figure because of inflation, Barclays said. Amid the financial pressures, many people are planning to buy practical, perishable and essential items such as food and kitchenware. A total of 65% of shoppers are expecting to spend the majority of their sales budget online. Last year, Barclays found 63.9% of Boxing Day retail purchases were made online. However, a quarter of respondents aim to spend mostly in store – an 11% rise compared with last year.
