Mayor Ken Sim announced Thursday that abolition of the elected Vancouver park board and bringing parks and recreation under the control of city council will lead to $70 million in savings over the next decade. In what the mayor described as a streamlining of services, the transition is expected to achieve further savings once a new governance model is established, including millions of dollars in infrastructure project costs. “And these are conservative estimates,” Sim told reporters at city hall Thursday. A city staff report that goes before council Nov. 27 estimated savings of $1.5 million to $3 million per year alone on “position savings,” which staff at a technical briefing prior to the news conference said will see park board staff fill city vacancies. "Our goal is not to have any staff layoffs," said deputy city manager Sandra Singh, adding that staff continues to meet with unions representing park board workers. Savings of $1.8 million to $3.3 million per year were identified under a category called “early operational integration opportunities.” For example, staff who currently support the elected park board could move into the city clerk’s office. Arts and culture, communications and marketing and social policy were some of the other areas identified as amalgamating to avoid duplication of services. The report estimated, so far, that 10 to 20 positions could be affected by duplication. Abolishing the seven-member elected board would translate to a savings of $280,000 per year, or $2.8 million over 10 years, said the report, which gave no indication when the park commissioners would be phased out. The hurdle for Sim since he announced in December 2023 that he wanted to abolish the board has been getting the provincial government to make the necessary amendments to the Vancouver Charter. Premier David Eby initially committed to honouring the mayor’s request — which was supported by the seven councillors belonging to his ABC Vancouver party — but suggested during the recent election campaign that it wasn’t a priority. “It's very unlikely this would be a priority for the province before the next municipal election [in 2026], and they've got a lot of work ahead of them,” Eby told an audience at an all-candidates’ meeting Oct. 12 at St. James Community Square. The NOMARS program aims to develop long-endurance unmanned vessels specifically engineered to operate without human presence on board. This design offers numerous advantages, including reduced size, cost efficiency, enhanced reliability while at sea, and improved survivability in challenging maritime conditions. Autonomous at-sea refueling These advantages are crucial for withstanding rough seas, evading detection, and resisting tampering by adversaries. Although the NOMARS system is designed for crewless operations, human personnel were still needed on the refueling vessel to manage lines and hoses during the refueling process. This requirement imposes strict limitations on the design and operational aspects of the USVs, as they must be constructed with the safety of onboard personnel in mind, even for short durations. Moreover, navigating rough seas and high winds poses risks when transporting crew to these unmanned vessels. During the recent testing, the USV Mariner successfully refueled the USV Ranger, equipped with a representative system akin to the Defiant USV. India now wants a complete relook at the 1960 Indus Waters Treaty and has sent four notices to Pakistan. India is an upper riparian country with Pakistan and a lower riparian with China. So, the situation is not fully comparable. But the solution to problems on both fronts is similar: Build efficiently, build fast. The reason is that trust stands eroded with both countries. The last agreement India had with China on sharing of hydrological data for Brahmaputra and Sutlej has expired. The Indus Waters Treaty was a more robust affair, which allowed Pakistan legal options to hold up even run-of-the-river projects on the tributaries of Indus in India. In other words, India seems to have had a rough deal with legal instruments with both countries. While it has none to tie down China as a lower riparian country, it has to contend with a strong treaty with Pakistan as an upper riparian. The way through this conundrum is just like with border roads, India has no option but to build hydel projects with strategic urgency, keeping in mind that it's on the receiving end of what China is doing - be it environmental like glacial lake outburst flood (Glof) or water security like the Yarlung Tsangpo plans. Boxing Day shopper footfall was down 7.9% from last year across all UK retail destinations up until 5pm, MRI Software’s OnLocation Footfall Index found. However, this year’s data had been compared with an unusual spike in footfall as 2023 was the first “proper Christmas” period without Covid-19 pandemic restrictions, an analyst at the retail technology company said. She said: “It’s the shift to online shopping, it’s the convenience, you’ve got the family days that take place on Christmas Day and Boxing Day.” People are also increasingly stocking-up before Christmas, Ms Matthews said, and MRI found an 18% increase in footfall at all UK retail destinations on Christmas Eve this year compared with 2023. Ms Matthews said: “We see the shops are full of people all the way up to Christmas Eve, so they’ve probably got a couple of good days of food, goodies, everything that they need, and they don’t really need to go out again until later on in that week. “We did see that big boost on Christmas Eve. It looks like shoppers may have concentrated much of their spending in that pre-Christmas rush.” Many online sales kicked off between December 23 and the night of Christmas Day and “a lot of people would have grabbed those bargains from the comfort of their own home”, she said. She added: “I feel like it’s becoming more and more common that people are grabbing the bargains pre-Christmas.” Footfall is expected to rise on December 27 as people emerge from family visits and shops re-open, including Next, Marks and Spencer and John Lewis that all shut for Boxing Day.
